At crumb of comfort in this post-Bush re-election time: nine US states (all in the north east and mid-Atlantic) are going to set up their own system to cap and trade greenhouse gases despite the Federal Government's refusal to sign the Kyoto treaty (see here). Simply put, it's a start - and a welcome one. Let's hope more - specifically those on the West Coast - follow suit...
