... but I'm inclined to think he's desperately trying to rewrite his own legacy (see here). Perhaps in the future people will fall for this poor attempt at portraying Bush as someone who took the first steps to combating climate change, but it's interesting to read how his tactics are basically to acknowledge the problem, undermine other existing efforts to come to a consensus and then spend 18 months "discussing" it so the real tough decisions are made after he's gone. So forgive me if I tend to view this announcement as little more than hot air - hot air at a time when we sorely need anything but that...
